The U.S. Embassy in Rabat is seeking an individual for the position of Development Assistance Specialist to work for the Millennium Challenge Cooperation (MCC).
BASIC FUNCTION OF POSITION:
The primary purpose of this position is to serve as the senior FSN development specialist within the MCC/Morocco team. She/he will assist the MCC Resident Country Director (RCD) and the Deputy Resident Country Director (DRCD) with technical and financial oversight of implementation of the MCA/Morocco program. She/he will serve as advisor on project management and will be responsible for monitoring implementation of the FTTP as well as other Projects as assigned. S/he is responsible for creating effective working relationships with APP, its implementing entities and partner firms and other relevant government officials in Morocco, MCC/Washington staff, the donor community, key stakeholders throughout Morocco, and other organizations interested in the MCA program. S/he will provide ongoing guidance, advice, technical design and feedback and support on program implementation.

QUALIFICATIONS REQUIRED
NOTE: All applicants must meet all qualifications and provide supporting documentation for each criterion below.
Education: Possession of a university degree in Agricultural Sciences, Agricultural/Rural Engineering, Environmental Science, Business Administration, Agricultural/Rural Economics, Sociology, Political Science, Anthropology or another related discipline is required.
Experience: At least five years of work experience in project management and development programs, preferably in agriculture and/or infrastructure projects, is required.
Language: Level 4 (Fluency) in French and Arabic is required. Level 3 (Good Working Knowledge) of English is required.
Knowledge: Project management with development and/or infrastructure projects and in-depth understanding of Morocco’s development priorities, especially in agriculture, is required.
Skills and Abilities:
Demonstrated ability to communicate effectively, both orally and in writing is required.
Proven ability to prepare and maintain financial, budgetary, and/or technical analyses and evaluations is required.
Strong computer skills, especially MS Office, Internet and project management software are required.
Excellent interpersonal skills and cross-cultural skills and the ability to work in teams are required.
SELECTION PROCESS

3. Current Ordinarily Resident employees with an Overall Summary Rating of Needs Improvement or Unsatisfactory on their most recent Employee Performance Report are not eligible to apply.
4. Currently employed US Citizen EFMs who hold a Family Member Appointment (FMA) are ineligible to apply for advertised positions within the first 90 calendar days of their employment.
5. Currently employed NORs hired under a Personal Services Agreement (PSA) are ineligible to apply for advertised positions within the first 90 calendar days of their employment unless currently hired into a position with a When Actually Employed (WAE) work schedule.
