Background

In early 2008, the United Nations Country Team for Iraq, realized the formation of an Economic Reform & Diversification Sector Outcome Team (ERD SOT) made up of the UNDP, ILO, UNIDO, FAO, UN Habitat, UNIFEM, with IOM and CHF International as full members, Supported by ERD Policy Group official based in Baghdad, and in close partnership with the Government of Iraq, specifically the Prime Minister’s Advisory Board , with the Ministry of Finance, Ministry of Planning & Development Cooperation, Central Bank and key Iraqi institutions dealing with Iraq’s economy, by end of 2008, the ERD SOT has finalized the formulation and approval of a programme entitled: Private Sector Development Programme for Iraq (PSDPI).

This Programme is conceived and designed with Iraqi stakeholders (public and private) and other international stakeholders in an effort to create and enable an effective, coherent, and comprehensive framework for private sector development in Iraq at both the national and governorate levels in three priority Governorates, as a means of achieving: I) sustainable and increased employment opportunities; II) poverty reduction; III) the enhancement of the legal and regulatory framework which will allow an increase in sustained domestic and international investment; (IV) the development of a legal and regulatory framework with enforcement capacity designed to perpetuate an overall rational, coherent, and economic environment; and, (V) the diversification the basis of future economic growth in Iraq in a gender inclusive and environmentally sustainable manner. The programme addresses these challenges through two pillars of activities. The first pillar is a national level policy support intervention aimed at shaping a more conducive private sector environment, while the second pillar addresses the governorate-level challenges of private sector growth through planning and implementation activities within three selected governorates.

Under the authority of the UNDP-Iraq Country Director, overall supervision of the UNDP Deputy Resident Representative for the Economic Recovery Programme, and with daily direction of the Programme Director (PD), the CTA will be required to help in planning, coordinating and executing the Programme in the prescribed areas of support, as detailed in the Programme document and will be responsible for UNDP’s components and will act as the project manager for the execution of UNDP Programme components. He/ She will also be responsible for the provision of technical expertise related to legal review, economic reform, monitoring and communication functions for the Economic Reform and Private Sector Development Programme. The CTA together with the PD and the other two CTAs (representing UNIDO and ILO) on the PSDPI will constitute the Programme Management Team (PMT), whose presence in Baghdad will ensure a close, day to day coordination with the Programme’s main counterpart, the Task Force for Economic Reform and Private Sector Capacity, as well as other key national and international actors in the area of private sector development.

Duties and Responsibilities

Under the direct supervision of the Proramme Director, the CTA will be required to manage UNDP’s Programme activities and coordinate with the other participating UN agencies. Additionally, he/she will:
  • Manage the UNDP PSDPI project team, to ensure the successful delivery of UNDP’s Programme activities.
  • Prepare UNDP’s Programme’s component Wokplan and regular donor progress reports.
  • Assist the PD in establishing the Programme’s office in Baghdad and Amman and offices in selected areas and work to enhance synergies and functionalities.
  • Keep the PD abreast of all implementation issues with special emphasis on components implemented by UNDP.
  • Liaise with Programme components implemented by other agencies and coordinate the assembly of components.
  • Capitalize on other ongoing similar interventions in the same sectors by other implementing agencies.
  • Improve/ establish communication and coordination mechanisms and procedures amongst the various stakeholders.
  • Provide Iraqi authorities with technical expertise in communicating, planning and implementation of economic reforms
Programme Management:
  • Prepare quarterly results based work plan for the UNDP component under the PSDPI.
  • Ensure the achievement of outputs in line with the approved work plan through the day-to-day planning, management coordination and implementation by consultants and staff;
  • Mobilize resources necessary for the implementation of the Programme activities, including drafting ToRs and following up on recruiting and purchasing as necessary.
  • When possible, undertake monitoring visits to relevant institutions and embedded programme consultants and report on project progress and constraints; further monitor progress against the initial quality criteria and update the plan as required;
  • Manage and monitor identified project risks and update the status of these risks;
  • Carry out any other relevant duties as requested by the PD.
Financial Management:
  • Ensure accountability of the use of project funds;
  • Manage requests for the provision of financial resources by UNDP and monitor financial resources and accounting to ensure accuracy and reliability of financial reports;
  • Provide leadership in overseeing of effective provision of services to counterparts including fair and transparent procurement, efficient logistics and sound financial management;
  • Liaise with the PD and Programme assistant on financial management of the Programme activities, including monitoring Programme financial expenditures and transactions;
  • Ensuring the integrity of financial system and, overseeing the administrative, financial and budgetary aspects of the Programme activities;
  • Ensure strict and consistent application of UNDP rules and regulations
Substantive management:
  • Provide technical expertise aiming at supporting efforts to create and enable an effective, coherent, and comprehensive framework for private sector development in Iraq at both the national and governorate levels in three priority Governorates
  • Provide guidance to UNDP project team in relation to the achievement of Programme results.
  • Directly contribute to and plan UNDP Programme activities pertaining to economic recovery and development.
  • Manage budgeting of UNDP Programme activities and plan resource allocations.
  • Provide advice to the local administration on community based projects
  • Ensure technical and local coordination with partners, stakeholders, and other agencies
  • Promote identification and synthesis of best practices and lessons learned from the project for organizational sharing and learning
  • Ensures integration of governance, human rights and peace building into livelihoods interventions towards the stabilization of the area.
Partnership building:
  • Fosters partnership building with other UN agencies, in particular ERDSOT members and with NGOs
  • Supports resource mobilization, including development of promotion material for the programme

Required Skills and Experience

Education:
  • Master’s Degree in Economics, Social Sciences, or related field.
Experience:
  • Minimum 10 years experience in Programme management, project control, and resource mobilization in the UN or a medium-sized organization
  • 10 or more years experience in economic governance/ economic recovery experience preferably in a crisis country.
  • Experience and knowledge of UNDP policies and procedures strongly desired. Excellent interpersonal skills.
  • Experience with UN or international organization working in Iraq would be an advantage;
  • Language Requirements:
  • Fluency in the English both written and oral. Working knowledge of Arabic language is an asset.
Note:
  • Willingness to undertake regular field visits and interact with different stakeholders in the provinces of Iraq is a must;
  • Knowledge of Prince2 and other Results Based Management methodologies would be an asset. Knowledge of PeopleSoft also an asset;
